EQUIPMENT. ON A SEPARATE ISSUE, UN MILAD BARIL
ADVISED THAT THE ADDITIONAL 40 M113 APCS WERE
REQUESTED FOR UNIMIR FROM THE US FOR TWO REASONS.
ONE, NO OTHER COUNTRY HAD COME FORTH WITH A
SUBSTANTIVE OFFER. TWO, THE UNAMIR FORCE COMMANDER
NATURALLY FINDS IT IMPORTANT TO STANDARDIZE HIS
MAJOR EQUIPMENT ITEMS TO THE EXTENT POSSIBLE TO
FACILITATE MAINTENANCE, LOGISTICS, AND TRAINING.
4. CURRENTLY, OUTH AFRICA HAS OFFERED VEHICLES THAT
ARE BEST DESCRIBED AS LIGHTLY ARMORED TRUCKS. THE
UN IS CONSIDERING HAVING THE SOUTH AFRICANS EQUIP
THE ZIMBABWIAN TROOPS BUT TO USE US APCS WITH THIS
FORCE. THE SOUTH AFRICAN VEHICLES WOULD BE UTILIZED
TO EQUIP A THIRD (MOTORIZED) BATTALION TO JOIN
UNAMIR. FROM WHICH DONOR COUNTRY THIS THIRD
BATTALION WILL COME IS NOT YET ESTABLISHED.

5. ANNAN OPENED THE MEETING REEMPHASIZING THAT THE
FRENCH HAVE DEPLOYED UNDER A HUMANITARIAN MANDATE.
UNAMIR STAFF FROM
UNFORTUNATELY, ACCORDING TO ANNAN
TOGO, EGYPT, SENEGAL, AND CONGO WERE WITHDRAWN FROM
KIGALI DUE TO RPF THREATS. THE RPF SAID THAT THESE
COUNTRIES WERE MOST LIKELY TO OFFER TROOPS TO THE
FRENCH.
6. ANNAN SAID THE BASIC REQUIREMENTS OF UNAMIR
REMAIN CONSTANT, BUT HE COMPLAINED THAT EVEN THOUGH
50 COUNTRIES WERE APPROACHED THE RESULTS WERE
"DISAPPOINTING." IN HIS OPINION, THE UN WAS "NO
ANNAN
WHERE NEAR" DEPLOYING A REINFORCED UNAMIR.
