Its clear and detailed document on all of the people at risk in Rwanda bolds the people of Bisesero as being both numerous and a priority, recalls their "extreme nutritional, health and medical deprivation", and calls for action: "2,000 Tutsi civilians are waiting there for the protection of the French force".
