3. SUMMARY. NO NEW SIGNIFICANT TROOP CONTRIBUTIONS WERE
MADE AT THE RWANDA TROOP CONTRIBUTING MEETING HELD ON 19
MAY. MANY COUNTRIES SAID THEY WERE STILL CONSIDERING
THE UN'S REQUEST BUT WERE CLEARLY NON-COMMITAL. USUN
REQUESTS THE USG SEND A SMALL TEAM TO NEW YORK NEXT WEEK
TO WORK WITH THE UN ON ITS PROPOSED PLAN IN ORDER TO
AVOID POTENTIAL PROBLEMS IN THE COUNCIL WHEN THE NEXT
REPORT OF THE SECRETARY GENERAL IS ISSUED. END SUMMARY.

4. UN UNDERSECRETARY FOR PEACEKEEPING OPERATIONS KOFI
ANNAN CHAIRED A TROOP CONTRIBUTING MEETING FOR THE
RWANDA MISSION PROPOSED IN UNSC RES 918. THERE WERE NO
SIGNFICANT NEW CONTRIBUTIONS FROM TROOPS, ALTHOUGH MOST
COUNTRIES SAID THAT THEIR GOVERNMENTS WERE STILL
CONSIDERING THE REQUESTS OF THE SECRETARIAT.
5. THE SYG'S MILITARY ADVISOR, GENERAL BARIL OPENED HIS
REMARKS BY REPORTING THAT THE CONCEPT OF THE OPERATION
WAS NOT FIXED AND THE GROUND COMMANDER NEEDED
FLEXIBILITY TO DEVELOP HIS PLAN -- BUT HE NEEDED TO KNOW
WHAT RESOURCES WOULD BE AT HIS DISPOSAL. BARIL BRIEFED
THE UN CONCEPT STRESSING ITS INTENT TO GO TO "THE HEART
OF THE PROBLEM" IN KIGALI, BUT ADDED THAT THE DEPLOYMENT
OF THE TROOPS WOULD NOT NECESSARILY BE THROUGH KIGALI
AIRPORT, WHICH HAS HAD FIGHTING IN ITS VICINITY IN THE
PAST FEW DAYS.
6. BARIL SAID THAT THE CONCEPT OF THE OPERATION WAS
BASED UPON A DEPLOYMENT OF A MILITARY FORCE OF

SUFFICIENT STRENGTH AS TO PRESENT A DETERRENT TO
POTENTIAL RESISTANCE. THE ROE OF THE UNIT WOULD BE
ROBUST (REQUIRING THE PROPER EQUIPMENT) - TO DEFEND THE
FORCE AND ITS HUMANITARIAN MANDATE.
7. COUNTRY RESPONSES IN THE MEETING WERE THE FOLLOWING:
CANADA: CONSIDERING A SIGNAL SQUADRON, BUT WANTED MORE
INFORMATION ON ROE AND COMMAND AND CONTROL.
AUSTRALIA: CONSIDERING A COMMITMENT (UNSPECIFIED) BUT
NEEDED MORE INFORMATION ON LOGISTICS SUPPORT.
GHANA: PLEDGED ITS COMMITMENT OF THE FULL BATTALION, ITS
TROOPS WERE PREPARING IN ACCRA FOR REDEPLOYMENT AND THEY
WERE IN CONSULTATIONS WITH THE USG ON APCS.
THE FOLLOWING COUNTRIES SAID THEY WERE CONSIDERING UN
REQUESTS: SENEGAL, ZIMBABWE, FRANCE, NETHERLANDS, CONGO,
ZAMBIA, UNITED KINGDOM, AND MALI.
8. URUQUAY, WHICH HAS MILITARY OBSERVERS, ASKED ABOUT
THE REDEPLOYMENT OF THESE TROOPS. BARIL ASSURED THE
GROUP THAT OBSERVERS WOULD NOT BE SENT TO DANGEROUS

AREAS, BUT AS MILITARY PERSONNEL THEY WERE PAID TO "TAKE
SOME RISKS." EGYPT SAID THEY WERE CONSIDERING AN
INCREASE IN THEIR OBSERVERS.
9. AT THE END OF THE MEETING, GHANA EXPRESSED CONCERN
ABOUT PARAGRAPH 7 OF THE RESOLUTION, THAT REFERRED TO
ADDITIONAL INFORMATION REQUIRED IN THE NEXT REPORT

10. USUN REPRESENTATIVE RESPONDED IN STATING THAT THE
LANGUAGE IN PARAGRAPH 7 WAS TAKEN FROM THE 3 MAY
SECURITY COUNCIL PRESIDENT'S STATEMENT ON PEACEKEEPING
REFORM AND THAT RWANDA WAS THE FIRST PEACEKEEPING
OPERATION SINCE THIS REPORT WAS ISSUED.
NEXT STEPS AND ACTION REQUEST
11. NEXT WEEK THE USG IS LIKELY TO BE IN A SIMILAR
SITUATION TO LAST WEEK. IT IS POSSIBLE THAT AFTER THE
WEAK SHOWING IN THE TROOP CONTRIBUTERS MEETING, THE UN
MAY BE MORE AMENABLE TO THE US PROPOSAL -- BUT THIS IS
NOT CLEAR NOW. AT THIS POINT, THE UN HAS NOT AGREED TO
THE USG BORDER CONCEPT OF THE OPE
RATION (NOR HAS IT BEEN
EMBRACED BY ANY OTHER DELEGATIONS). WITHOUT A WRITTEN
OPTION IN THE SECRETARY GENERAL'S REPORT, USUN IS IN A

12. IN ORDER TO HEAD OFF A POTENTIAL REPEAT OF THESE
PROBLEMS NEXT WEEK, USUN SUGGESTS THE FOLLOWING COURSE
OF ACTION:
- SEND A SMALL TEAM UP TO NEW YORK (PERHAPS ONE
REPRESENTATIVE FROM JCS AND ONE FROM STATE) TO WORK WITH
THE UN ON THE USG PROPOSED CONCEPT AND POSSIBLY BRIEF
SELECTED SC MEMBERS.

- THE GOAL OF THIS TEAM WILL BE TO GET THE SECRETARIAT
TO ADOPT A VERSION OF THE USG CONCEPT OF OPERATION FOR
THE NEXT PHASE OF UNAMIR'S DEPLOYMENT OR AT LEAST
PRESENT IT AS AN OPTION IN THEIR REPORT. THE TEAM COULD
ALSO EXPLAIN TO INTERESTED SC MEMBERS EXACTLY WHAT WE
HAVE IN MIND, IN AN ATTEMPT TO OBTAIN THEIR BACKING FOR
OUR PLAN. THE RUSSIANS ARE LIKELY TO BE SUPPORTIVE, AS
MAY BE THE UK. OUR TEAM COULD ALSO TRY TO MODERATE SOME
OF THE MORE VOCAL OPPOSITION BY TALKING WITH NEW
ZEALAND, CZECH, DJIBOUTI AND NIGERIAN DELEGATIONS, AS
WELL.
- ANOTHER OBJECTIVE OF THE TEAM WOULD BE TO BECOME
COMPLETELY FAMILIAR WITH THE UN'S CONCEPT AND MAKE
SPECIFIC POINTS ON PROBLEMS WE HAVE WITH THE PLAN.
13. BASED ON THE OUTCOME OF THESE MEETINGS WE CAN
FORMULATE A POLICY TO DEAL WITH THE SECRETARY GENERAL'S
NEW REPORT. IF A REALISTIC CONCEPT IS PROPOSED, WE WILL
NEED TO CONSIDER THE LEVEL OF USG PARTICIPATION IN THE
CONFIDENTIAL

OPERATION. IF OUR CONCEPT IS NOT ACCEPTED, WE WILL NEED
TO EVALUATE THEIR PLAN AND FORMULATE A POLICY
