(REF A) DATED 9 APRIL (2/1995/297) WAS CIRCULATED 17
APRIL. THE REPORT URGES THE GOR TO FOSTER A CLIMATE AND
TRUST AND CONFIDENCE, POINTS OUT THE DETERIORATING
SECURITY SITUATION, ASKS NEIGHBORING GOVERNMENTS TO
PREVENT THE USE OF THEIR TERRITORY FOR INCURSIONS INTO
RWANDA, URGES DONORS TO ACCELERATE AID, AND MENTIONS
THAT THE MANDATE AND ROLE OF UNAMIR AFTER 9 JUNE SHOULD
BE REVIEWED AT AN APPROPRIATE TIME BASED ON
RECOMMENDATIONS TO BE INCLUDED IN THE SYG.S NEXT
REPORT. THE SECURITY COUNCIL SHOULD TAKE UP THE REPORT

2. (U) THE SYG.S REPORT OF 9 APRIL (COMPLETE TEXT FAXED
TO TO AND AF) COVERED THE POLITICAL SITUATION, LEGAL AND
HUMAN RIGHTS ASPECTS, THE INTERNATIONAL TRIBUNAL,
MILITARY ASPECTS, CIVILIAN POLICE, HUMANITARIAN ASPECTS,
AND FINANCIAL ASPECTS OF UNAMIR AND THE SITUATION IN
RWANDA. THE OVERALL SITUATION IN RWANDA HAS IMPROVED
SINCE THE NEW GOR TOOK OFFICE, WITH MARKETS, SHOPS,
SCHOOLS AND AGRICULTURE REAPPEARING. DURING THE PAST
TWO MONTHS, TENSIONS AND FRUSTRATIONS HAVE LED TO A

DETERIORATION IN THE SECURITY SITUATION. THE PREFECT OF
BUTARE WAS MURDERED 4 MARCH, ARMED SABOTEURS HAVE
ENTERED RWANDA, AND DETENTIONS BY THE GOR ARE RISING.
THE FAR IS TRAINING AND REARMING. THE RPA HAS STEPPED
UP BORDER PATROLS AND TIGHTENED SECURITY. UN VEHICLES
HAVE BEEN STOPPED AND SEARCHED.
3. (U) RADIO UNAMIR BROADCASTS IN THREE LANGUAGES SEVEN
DAYS A WEEK. SRSG KHAN PROTESTED RADIO RWANDA
UROADCASTS OF ANTI-UNAMIR ALLEGATIONS, AFTER WHICH RADIO
UNCLASSIFIED
UNCLASSIFIED
RWANDA REVERTED TO MORE BALANCED BROADCASTS. PRESIDENT
BIZIMUNGU AND VP KAGAME REAFFIRMED GOR SUPPORT FOR
UNAMIR, BUT NOTED THE PERCEPTION THAT THE GOR COULD NOT
EXERCISE COMPLETE SOVEREIGNTY WITH A LARGE UNAMIR
MTLITARY PRESENCE IN RWANDA. BOTH SAID THAT, AT AN
APPROPRIATE TIME, UNAMIR'S MANDATE AND POSSIBLE
PHASE-OUT SHOULD BE DISCUSSED.
4. (U) THE HUMAN RIGHTS FIELD OPERATION HAS 113 STAFF IN
11 FIELD OFFICES. ANOTHER 28 HUMAN RIGHTS OFFICERS FROM
THE EU, AS WELL AS MORE UN VOLUNTEERS, WILL BE DEPLOYED
19 APRIL. THE GOR AND SECURITY FORCES ATTEMPT TO FOLLOW
CORRECT PROCEDURES, BUT SOME ARRESTS ARE ARBITRARY.
APPROXIMATELY 27,000 PRISONERS ARE BEING DETAINED.
UNHCHR AYALA-LASSO APPEALED FOR FUNDS TO ASSIST RWANDA'S
JUDICIAL SYSTEM AND RECRUIT MORE HUMAN RIGHTS MONITORS5. (U) A TEAM FROM THE UN AND TRIBUNAL WILL VISIT
TANZANIA TO SECURE PREMISES FOR THE SEAT OF THE
INTERNATIONAL TRIBUNAL. THE SYG ASKED STATES TO
NOMINATE JUDGES BY 7 APRIL. THE DEPUTY PROSECUTOR, MR.

RAKOTOMANANA, TOOK OFFICE 20 MARCH. THE TRIBUNAL IS
PROCESSING 400 CASES, WITH THE FIRST TRIAL EXPECTED IN
THE SECOND HALF OF 1995.
6. (U) UNAMIR'S STRENGH, AS OF 1 APRIL, WAS 5,529 TROOPS
AND 297 MILOBS. ON 15 FEBRUARY THE TUNISIAN BATTALION HQ
WAS HIT BY GRENADES AND SMALL ARMS FIRE. ON 16 FEBRUARY
EIGHT MEMBERS OF A UNAMIR PATROL WERE INJURED BY A
LAND-MINE. ON 5 MARCH, THREE GRENADES WERE THROWN AT
THE NIGERIAN GUARDPOST IN BYUMBA, INJURING TWO
SOLDIERS. THE GOR EXPRESSED REGRED FOR THESE ATTACKS,
CALLING THEM ISOLATED ACTS. RELATIONS BETWEEN UNAMIR
AND THE RPA ARE STRAINED. RPA HAS RESTRICTED UNAMIR
MOVEMENTS AND DENIED IT ACCESS TO CERTAIN AREAS. TROOP
ROTATIONS HAVE BEEN HELD UP AND UNAMIR PERSONNEL DENIED
ENTRY TO KIGALI AIRPORT, IN VIOLATION OF THE STATUS OF
FORCES AGREEMENT (SOFA). THE SOFA WAS SIGNED BY THE
PREVIOUS GOR, AND THE PRESENT GOR HAS NOT YET REPLIED TO
THE UN'S LETTER SUPPLEMENTING THAT SOFA AFTER THE
UNCLASSIFIED

REVISION OF UNAMIR'S MANDATE IN MAY 1994 AND THE CHANGE
IN GOVERNMENT IN KIGALI IN JULY 1994. THE GOR HAS NOT

GOR ASKED UNAMIR TO TRAIN ANOTHER 400 GENDARMES BEFORE
BEGINNING A TRAINING PROGRAM FOR 100 INSTRUCTORS. THE
REPORT POINTS OUT THE URGENT NEED FOR MORE
FRENCH-SPEAKING CIVPOLS. ONLY 58 CIVPOLS ARE CURRENTLY
DEPLOYED OF THE 120 AUTHORIZED. THEY ARE FROM DJIBOUTI
(7), GERMANY (9), GHANA (10), GUINEA-BISSAU (8), MALI
(10), NIGERIA (10) AND ZAMBIA (4).
8. (U) THE RWANDA TRUST FUND TOTALLED USD 4.8 MILLION,
MOSTLY FOR SUPPORTING THE NATIONAL JUDICIAL SYSTEM. A
SMALL PORTION OF PLEDGES TO THE UNDP ROUND-TABLE HAVE
BEEN CONVERTED INTO ACTUAL DISBURSEMENTS. THE JANUARY
1995 HARVEST WAS SMALLER THAN IN PREVIOUS YEARS. THE
JUSTICE MINISTRY AGREED TO MOVE 400 CHILD PRISONERS
(BETWEEN THE AGES OF 11 AND 17) TO A SEPARATE LOCATION
FOR CHILDREN ONLY. THE DEFMIN WILL DEMOBILIZE 4,000
CHILD SOLDIERS. VACCINATION CENTERS AND NUTRIONAL
CENTERS ARE OPENING. EDUCATIONAL SUPPLIES HAVE BEEN
DISTRIBUTED TO SCHOOLCHILDREN AND TEACHERS. SIX IDP
CAMPS WERE CLOSED AND 40,000 PEOPLE RESETTLED. MORE
THAN 200,000 IDPS REMAIN. REFUGEE RETURNS ARE DOWN.
MOST OF THE 60,000 REFUGEES WHO RETURNED DURING JANUARY
AND FEBRUARY WERE FROM THE 1959 CASELOAD. OVER 600,000
FIFTY-NINERS HAVE RETURNED. THEY NEED EDUCATION,
HOUSING AND JOB TRAINING. GRAZING AREAS AND WATER ARE
INSUFFICIENT FOR THE 500,000 CATTLE THEY BROUGHT WITH
THEM.

9. (U) THE SYG URGED THE GOR TO MAKE MORE DETERMINED

EFFORTS TO FOSTER A CLIMATE OF TRUST AND CONFIDENCE AND
TO CREATE CONDITIONS FOR RETURN. HE NOTES THAT STEPS
MUST BE TAKEN TO BRING TO TRIAL, AT THE EARLIEST
OPPORTUNITY, THOSE WHO ARE GUILTY OF GENOCIDE. HE
WELCOMED SC RESOLUTION 978, ENCOURAGES STATES TO TAKE
THE NECESSARY STEPS, AND SAYS GOVERNMENTS MUST ENSURE
THEIR TERRITORY WILL NOT BECOME BASES FOR INCURSIONS.
HE URGES ACCELERATION OF AID AND ASKS THE GOR TO
COOPERATE WITH UNAMIR. HE WILL CONSULT WITH NEIGHBORING
STATES ABOUT AN INTERNATIONAL CONFERENCE ON SECURITY,
STABILITY AND PEACE IN THE REGION. THE SYG HAS ASKED
HIS SRSG TO CONSIDER, IN CONSULTATION WITH THE GOR,
ADJUSTMENTS WHICH COULD BE MADE TO UNAMIR'S MANDATE.
THE SYG WILL SUBMIT TO THE SC RECOMMENDATIONS IN HIS
NEXT REPORT ON UNAMIR'S ROLE AFTER 9 JUNE.
RWANDAN AMBASSADOR'S CONVERSATIONS
10. (C) RWANDAN AMBASSADOR BAKURAMUTSA CONTACTED USUN
DEPUTY PERMREP GNEHM APRIL 14 TO REITERATE HIS
GOVERNMENT'S DISSATISFACTION WITH UNAMIR AND THE NEED TO
REEXAMINE UNAMIR'S MANDATE. BAKURAMUTSA ALSO CLARIFIED
THE GOR'S POSITION ON THE ARMS EMBARGO (REF B) APRIL
17. HE SAID THE GOR WOULD NOT ASK FOR A PARTIAL LIFTING
OF THE EMBARGO, BUT WOULD ACCEPT PARTIAL ACTION AS
"BETTER THAN NOTHING" IF TOTAL LIFTING PROVED IMPOSSIBLE.
