2. SUMMARY: ON APRIL 4 THE PERM-5 ADOPTED THE FRENCH
DRAFT FOR THE UNAMIR MANDATE EXTENSION WITH THE US'S
PROPOSED REVISIONS. THE SECURITY COUNCIL WILL HAVE
INFORMALS ON THE NEW DRAFT RESOLUTION LATER THIS SAME
DAY. END SUMMARY.
3. CHINA, RUSSIA, AND BRITAIN AGREED WITH THE FORMAT
AND LANGUAGE OF THE FRENCH DRAFT RESOLUTION (REFTEL A),
BUT FAVORED THE US DRAFT RESOLUTION'S PROPOSAL THAT THE
MANDATE BE EXTENDED FOR 2 MONTHS RATHER THAN THE SIX
MONTH PROPOSED BY THE FRENCH AND THE SECRETARY-GENERAL
(REFTEL B). THE FRENCH SAID THAT THEY COULD LIVE WITH
THREE MONTHS. THE PERM-5 AGREED THAT THE MANDATE WOULD
BE EXTENDED TO JUNE 30, 1994. ACCORDINGLY, THE SCHEDULE
FOR THE REVIEW OF THE MANDATE WILL ALSO CHANGE: IT WILL
NOW OCCUR AFTER 6 WEEKS RATHER THAN THE 2-MONTH SCHEDULE
PROPOSED IN THE FRENCH DRAFT.

DECIDES TO EXTEND THE MANDATE OF UNAMIR UNTIL 30 JUNE
1994, ON THE UNDERSTANDING THAT THE SECURITY COUNCIL
WILL WITHIN THE NEXT SIX WEEKS CONDUCT A REVIEW OF THE
SITUATION IN RWANDA. INCLUDING THE ROLE PLAYED IN THAT
COUNTRY BY THE UNITED NATIONS, IF THE SECRETARY-GENERAL
INFORMS IT IN A REPORT THAT THE TRANSITIONAL
INSTITUTIONS PROVIDED FOR UNDER THE ARUSHA PEACE
AGREEMENT HAVE NOT BEEN ESTABLISHED AND THAT
INSUFFICIENT PROGRESS HAS BEEN MADE FOR THE
IMPLEMENTATION OF PHASE II OF THE SECRETARY-GENERAL'S
PLAN CONTAINED IN HIS REPORT OF 24 SEPTEMBER 1993
(s/26488).
5. CONCERNING OP. 3 AUTHORIZING THE 45 CIVILIAN POLICE,
THE US RAISED THE ISSUE OF WHETHER THE CIVILIAN POLICE
COULD ACTUALLY BE DEPLOYED BY JUNE 30; IF NOT, IT MADE
LITTLE SENSE TO AUTHORIZE THEIR DEPLOYMENT. THE FRENCH
SAID THAT THEY WOULD IMMEDIATELY CHECK INTO THIS MATTER.
6. THE PERM-5 ALSO AGREED TO INSERT THE FOLLOWING US
PREAMBULAR PARAGRAPH AFTER PARA. 5 IN THE FRENCH TEXT:

EMPHASIZING THAT THE SECURITY COUNCIL, IN RESOLUTION 893
OF 6 JANUARY, 1994 AUTHORIZED THE DEPLOYMENT OF A SECOND
BATTALION TO THE DEMILITARIZED ZONE AS RECOMMENDED BY
THE SECRETARY-GENERAL IN HIS REPORT OF 30 DECEMBER 1993,
AND THAT THE INTERNATIONAL COMMUNITY HAS THUS DONE ITS
PART IN ENSURING THAT CONDITIONS EXIST FOR IMPLEMENTING
THE AGREEMENT.
