2. (C) HEAD OF THE UN OBSERVER FORCE IN KIGALI TOLD
DCM THE TRUCK BORE OFFICIAL LICENSE PLATES FROM
BURUNDI. THE UNAMIR OFFICER SAID. THAT THE DRIVER,
WHOM HE INTERVIEWED TWICE, STUCK TO HIS STORY: HE
BOUGHT THE ARMS AND AMMUNITION IN KIGALI TO TAKE BACK
TO BURUNDI. AN INVESTIGATION OF THE INCIDENT IS
UNDERWAY.
3. (C) PRESIDENTIAL CABINET DIRECTOR TELEPHONED
EMBASSY 3/8 TO EXPRESS CONCERN OVER WEEKEND KILLINGS
IN BUJUMBURA AND THE POSSIBLE REPERCUSSIONS THAT
MIGHT OCCUR IN RWANDA. HE URGED THE U.S. TO USE ITS
INFLUENCE TO ASSURE THAT THE BLOOD NOT CONTINUE TO
FLOW. IN RESPONSE TO A QUESTION, THE CABINET
DIRECTOR ACKNOWLEDGED HEARING ABOUT THE VEHICLE
ACCIDENT AND SAID AN INVESTIGATION IS UNDERWAY. DCM
NOTED THAT IF IT WERE DETERMINED THAT THE ARMS WERE
DESTINED FOR BURUNDI, THIS WOULD BE VERY TROUBLING.
