AT THE ARUSHA TALKS, JOYCE LEADER.
1. SIGNING DATE. THE TANZANIANS CONTINUE TO
MAINTAIN THAT THE PEACE ACCORD IS TO BE SIGNED
JUNE 19. HOWEVER, SEVERAL ISSUES REMAIN UNSOLVED,
AND THERE IS NO EVIDENCE THAT INVITATIONS TO THE
SIGNING CEREMONY HAVE ACTUALLY BEEN EXTENDED. WHILE
BOTH SIDES ARE PUSHING TO MEET THIS DEADLINE, THERE
IS A GROWING SENSE THAT THE JUNE 24-25 TIMEFRAME MAY
BE MORE REALISTIC. AMBASSADOR MPUNGWE ADVISED U.S.
OBSERVER PRIVATELY THAT PRESIDENT HABYARIMANA HAD
INDICATED HIS AVAILABILITY FOR THESE DATES.
2. ISSUES REMAINING. MAJOR DIFFERENCES REMAIN ONLY
OVER APPLICATION OF THE 50-50 RATIO TO THE COMMAND
STRUCTURE OF THE ARMY AND GENDARMERIE. THE TWO SIDES
HAVE AGREED TO INTEGRATE THE GENDARMERIE VIA TRAINING
OVER AN 8-MONTH PERIOD, BUT THEY HAVE NOT YET SETTLED
ON THE NUMBER OF GENDARMES TO REMAIN ON ACTIVE DUTY
TO ASSURE SECURITY IN THE INITIAL STAGES OF THE
PROCESS. AGREEMENT ON EARLY FORMATION OF THE

BROAD-BASED GOVERNMENT IS LIKELY NOW THAT THE TWO
SIDES HAVE AGREED TO BE FLEXIBLE ABOUT THE MEETING
SITE AND TO ACCEPT NMOG-PROVIDED SECURITY, A LA
KINIHIRA, IN THE ABSENCE OF A NEUTRAL INTERNATIONAL
FORCE (NIF). FINAL DECISION ON DURATION OF THE
TRANSITION IS PENDING. A SMALL GROUP IS STUDYING
CONTRADICTIONS BETWEEN THE PEACE ACCORD AND THE
CONSTITUTION.

STATEMENT, THAT WILL REFERENCE THE FIVE PROTOCOLS AND
MAKE THE ENTIRE PACKAGE THE PEACE ACCORD. THE
GOVERNMENT HAS PREPARED A DRAFT WHICH THE RPF HAS YET
TO REVIEW. THE FIFTH PROTOCOL, ON MILITARY ISSUES,
HAS YET TO BE CONCLUDED AND SIGNED. THE REGIONAL
HEADS OF STATE WILL BE ASKED TO SIGN A DECLARATION
REAFFIRMING THE COMMITMENTS THEY MADE ON REFUGEE
RETURN IN THE 1991 DAR ES SALAAM DECLARATION.
4. ROLE OF COUNTRY OBSERVERS. COUNTRY OBSERVERS
HAVE BEEN ESSENTIALLY SIDELINED IN THE LAST WEEK AS
THE FACILITATOR HAS SHUTTLED BETWEEN THE TWO SIDES IN

AN EFFORT TO NARROW DIFFERENCES. OTHER THAN THE ONE
BRIEFING BY MINISTER KINANA, WHICH ALLOWED FOR FEW
QUESTIONS AND NO INPUT, THE OBSERVERS DEPEND ON
VARIOUS SOURCES THAT ARE LIKELY TO OFFER
CONTRADICTORY REPORTS OF THE STATE OF PLAY. THIS MAY
HAVE BEEN A DELIBERATE STRATEGY BY THE TANZANIANS TO
LIMIT THE ROLE OF THE FRENCH WHO HAVE BEEN COUNSELING
THE GOVERNMENT AGAINST COMPROMISE ON THE ARMY AND THE

GENDARMERIE ISSUES.
5. UN/OAU COOPERATION. THE GOVERNMENT AND THE RPF
SENT A JOINT LETTER TO THE UN SECRETARY GENERAL
JUNE 11 ASKING FOR A UN-LED PEACEKEEPING FORCE TO BE
DEPLOYED IN RWANDA AS QUICKLY AS POSSIBLE AFTER THE
SIGNING OF A PEACE ACCORD. THE LETTER DEFINED THE
MISSIONS THE TWO SIDES ENVISION FOR THE FORCE AND
ASKED THAT A RECONNAISSANCE MISSION BE SENT TO RWANDA
IMMEDIATELY TO CONDUCT A NEEDS ASSESSMENT AND PERFORM
PRELIMINARY PEACEKEEPING TASKS SUCH AS IDENTIFICATION
OF TROOP ASSEMBLY POINTS AND WEAPONS STORAGE DEPOTS.
UN OBSERVER HAS ASKED HIS SUPERIORS FOR RAPID
RESPONSE TO THE REQUEST FOR A RECONNAISSANCE

OAU OBSERVERS, HAVE HAD EXTENSIVE DISCUSSIONS ON
MECHANISMS FOR TRANSFORMING THE EXPANDED NMOG INTO
THE ADVANCE PARTY OF THE UN-LED FORCE IMMEDIATELY
UPON PASSAGE OF A SECURITY COUNCIL ENABLING
RESOLUTION. THEY ARE COUNTING ON THIS OCCURRING
