Félicien Kabuga is to be swiftly deported from Switzerland to Kinshasa, despite Rwanda’s announced extradition request, as there are insufficient grounds for either detention or immediate extradition or military justice proceedings. The authorities are pressing ahead with the swift enforcement of the decision despite the political and media risks, and maintain that any delay could jeopardise its implementation.
