According to the timetable proposed by the U.N. secretary general, the U.N. contingent would rise to up to 2,500 personnel by the middle of next year, before gradually being reduced through the end of 1995.

The adoption of such a detailed plan for a U.N. peacekeeping mission came after U.S. President Bill Clinton called in a speech to the U.N. General Assembly last week for tighter control over such operations in the form of more clearly defined goals and timetables for withdrawal.

The resolution also called on member states and international organizations to increase economic, financial and humanitarian aid in Rwanda.

Rwandan President Juvenal Habyarimana was to address the U.N. General Assembly Wednesday. His small central African nation is due to enter the Security Council for a two-year period beginning January 1.
