Central among these is the government's proposal for an expanded national assembly whose incumbent members would automatically retain their seats, with the rest to be nominated.
The rebels reject it because it would result in an extraordinarily large national assembly of 600 members for such small country.
Instead, the rebels proposed that the current assembly be dissolved and fresh nominations made to allow for equal representation among all major political parties in Rwanda.
