The call to Denard shows that there was an agreement to keep Rwanda in the French orbit between the Élysée and Jacques Foccart, therefore between François Mitterrand, Jacques Chirac (who will take Foccart back to his service in 1995) and Alain Juppé, Minister of Foreign Affairs in the government of Edouard Balladur.
