Meanwhile two Rwandan officials of the Belgian Red Cross said they were fired on late Wednesday by rebels in Rushashi commune, northwestern Rwanda. Their vehicle, marked with the Red Cross emblem, was almost hit by mortar fire.

Karake said it was not RPF policy to fire at Red Cross vehicles.

A million people, almost one seventh of Rwanda's population, have fled the fighting. Hundreds have been reported killed, mostly civilians.

The rebels are mostly Tutsi refugees who invaded this tiny central African state from neighbouring Uganda 28 months ago.

On Tuesday an AFP reporter saw the bodies of 15 Tutsis believed to have been butchered by Hutus about 30 kilometres northwest of here. Reports of other massacres have continued in recent days.

Several hundred thousand Tutsis fled Rwanda three decades ago after losing a power struggle to the majority Hutu tribe.
