While the main protagonists of the genocide, almost all refugees abroad, are so far only twenty to have been indicted before the ICTR, where they are not liable to the death penalty and enjoy fullness of their rights of defense, the alleged genocidaires tried in Rwanda are paying the price of two-speed justice.
