ARUSHA, Tanzania, Oct 5 (AFP) - A delegation from the rebel Rwanda Patriotic Front (RPF) expected here Monday for the latest round of peace talks with the government failed to turn up, officials said.
A Tanzanian foreign ministry official said the RPF delegation led by Pasteur Bizimungu had not arrived in this northern Tanzania town by Monday evening.
Rwandan government representatives led by foreign minister Boniface Ngulinzira were already in Arusha.
Both sides were expected to attempt to break a stalemate in last month's round of talks which stalled when they differed over presidential powers during transition to a democratic rule.
The RPF rejected a government proposal that executive powers be vested in a ministerial council to be headed by the president during the transition.
The mainly Tutsi RPF, which invaded Rwanda from Uganda in October 1990 in an attempt to overthrow the 19-year-old Hutu-dominated government of President Juvenal Habyarimana are seeking adjustments in state powers to allow them participate in decision making during the transition.
