Spain officially submitted the draft resolution, in the preparation of which CZ worked
intensively within the Non-Non group.
The delegation’s comments:
Nobody addressed its content. It is assumed that some delegations will present their
amendments which we will process so as to be able to present an even more
acceptable draft. Spain is so far insisting on as fast as possible progress of the SC on
this question (adopting a resolution as early as Thursday). We are trying to explain
that speed may not pay off, particularly since from our contacts it appears that many
delegations want to wait for the report of the CHR’s special rapporteur for Rwanda
(which should be published over the weekend).
We will welcome comments on the text. We request speaking points for the
presentation of the CZ delegation at the anticipated formal SC meeting.
