SUBJECT: Threatening of TUTSI people due to the murder of a CDR
member in BYRYOGO (KGL) on 30 Mar 94.
1. Just after the murder, incidents with CDR members took place
in BYRYOGO. Comd. Sector KIGALI then decided to install a
permanent static security team in that area. As no more other
incidents took place, the static team was called back and
patrols,were sent through the area. These patrols report very
few incidents.
According to the Sector Commander, there is no reason to
believe that serious harassing of TUTSI inhabitants should be
feared in the next future.
2. On 04.Apr AM, humanitarian officer visited the parishes where
scared people searched protection during the violent incidents
in early Mar to check if a new wave of scared people had fled
to these parishes.
a, Center CHRISTUS (REMERA): 3 ladies and 3 children are
still living in the center they are staying there since
O4 Mar 94. Due to the recent incidents only 2 persons
reported to the center, 1 lady who went back home after
one night and one rich businessman who is known to be in
close relation with the IKONTANYI and who went to
TANZANTA.
b. KICUKIRO parish: Some 90 persons who searched protection
in early march are still living in a room belonging to
the parish. Due to the recent incidents only 15 to 20
people, mainly women and children, reported to the
parish. They spend the night in the parish and go home
during daylight. Commander Sector KIGALI had a meeting
with the local priest and the mayor. It was decided that
a permanent gendarmerie Det be put in place in the area
and that KIBAT should patrol regulariy to assure
security. This seems to be effective until now.
c. GATENGA, Don B0OSCO school: Only very few people came to
the school on friday O1 Apr. The all went home. The
responsible of the school said that people in this area
are very scared and do not dare to leave their houses
during the night.
