2. UNHQ SOURCES CONFIRMED THAT TWO UNAMIR PERSONNEL
WERE EXECUTED IN RWANDA APRIL 7. BELGIAN UNAMIR TROOPS
WERE ATTACKED, AND HAVE RETURNED FIRE. THE RPF HAS BEEN
RELEASED FROM THEIR COMPOUND IN ORDER TO DEFEND
THEMSELVES. THE UN REPORTS FIGHTING IN THE STREETS OF
KIGALI, BUT CANNOT CONFIRM THAT THE PRIME MINISTER HAS
BEEN KILLED; THEY HAVE RECEIVED CONFLICTING REPORTS.
THE UN FORCE COMMANDER, GENERAL DELAIRE, WAS PREVENTED
FROM GOING TO THE AREA IN WHICH THE PRIME MINISTER WAS
KILLED TO INVESTIGATE. THE UN DOES NOT HAVE ACCESS TO
THE AIRPORT. THE UN HAS NO PLANS TO EVACUATE AT THIS
POINT.

3. BELGIAN MISSION SOURCES TOLD USUN THAT BELGIAN
TROOPS WERE PATROLLING THE STREETS OF KIGALI, AND HAVE
SINCE BEEN TRAPPED IN SCATTERED LOCATIONS BY
ROADBLOCKS. A BELGIAN DETAIL OF 10 SOLDIERS WAS

ASSIGNED TO THE PRIME MINISTER. THEY HAVE BEEN DISARMED
AND CONFINED. THEIR WHEREABOUTS ARE UNKNOWN. BELGIAN
POLOFF SAID 20 UNAMIR SOLDIERS WERE SURROUNDED AT THE
AIRPORT; THEY HAD NOT BEEN DISARMED. A BELGIAN C-130
AIRCRAFT IS ALSO AT THE AIRPORT; THE CREW CANNOT GET TO
IT.
4. BELGIAN POLOFF NOTED THAT THEIR INFORMATION WAS
SKETCHY, SINCE MOST BELGIAN EMBASSY PERSONNEL WERE
TRAPPED IN THEIR HOUSES IN KIGALI BY THE FIGHTING, AND
COULD NOT GET TO THE EMBASSY- THE BELGIANS HAVE NO
PLANS TO EVACUATE THEIR PERSONNEL AT THIS MOMENT. THEY
REPORT THAT EUROPEANS ARE NOT PRESENTLY AT RISK. THEY
BELIEVE THIS COUP WAS INSTIGATED BY THE RWANDAN ARMY.
THE RPF HAS DENIED ANY RESPONSIBILITY, HAS STATED THEY
ARE NOT INTERESTED IN PROMOTING VIOLENCE, AND IS MEETING
AT THEIR HQ TO PLAN THEIR STRATEGY.
FUTURE UN ACTIONS
5. THE BELGIAN PERMREP WILL MEET WITH UN DPKO U/SYG
KOFI ANNAN APRIL 7 TO DISCUSS WHAT STEPS THE UN
COULD/SHOULD TAKE. AS OF 10 AM (NYC TIME) 4/7, BELGIAN
POLOFF REPORTED THAT BRUSSELS DID NOT WANT TO SEE
UNCLASSIFIED
UNAMIR'S MANDATE MODIFIED, BUT COULD NOT SAY WHETHER
THAT POSITION MIGHT CHANGE. HE MENTIONED THAT BELGIUM
HAD TWO BATTALIONS OF PARA-COMMANDOS STANDING BY FOR
CONTINGENCIES SUCH AS THESE. HE COULD NOT SAY WHAT THE
RELATIONSHIP BETWEEN BELGIAN COMMANDOS DEPLOYED
BILATERALLY AND BELGIAN COMMANDOS ALREADY IN RWANDA AS
PART OF THE UN FORCE MIGHT BE, BUT INDICATED THAT WOULD
