REQUIREMENT OF 5 TO 8 BATTALIONS (3 MECHANIZED) AND
ABOUT 5 TO 8 THOUSAND SUPPORT TROOPS. NO SPECIFICS WERE
PROVIDED, BUT USUN HAS LEARNED THAT THE NIGERIANS WERE
WILLING TO PROVIDE ONE BATTALION IF THE USG WOULD
PROVIDE AIRLIFT AND FINANCIAL SUPPORT. END SUMMARY.
3. THE SECRETARY-GENERAL TOLD AMBASSADOR ALBRIGHT ON
MAY 4 THAT HE BELIEVED FORCES FOR RWANDA WOULD BE
AVAILABLE, IF THE UNITED STATES COULD "ENSURE" A SPECIAL
FUND BY MEANS OF A SUBSTANTIAL CONTRIBUTION. HE HAD IN
MIND A TOTAL FUND OF 50-70 MILLION U.S. DOLLARS. AMB.
ALBRIGHT SAID SHE WOULD DISCUSS THIS AGAIN WITH THE
SECRETARY-GENERAL MAY 5. (COMMENT: AMBASSADOR ALBRIGHT

ASSISTANCE FOR A UN OPERATION IN RWANDA.
5. NO WRITTEN REQUEST HAS BEEN PROVIDED, AND FEW
PRECISE NUMBERS ARE AVAILABLE. THE UN HAS OFFERS OF
TROOPS FOR RWANDA, FROM OTHER AFRICAN STATES IN NUMBERS
THAT LEADS THEM TO CONCLUDE THAT A VIABLE FORCE COULD BE
ASSEMBLED TO INTERVENE IN RWANDA, IF THAT FORCE CAN BE
TRANSPORTED AND OUTFITTED, AND IF THE SECURITY COUNCIL
AUTHORIZES SUCH AN OPERATION.
6. BASED ON AN ANALYSIS BY THE GROUND COMMANDER OF
UNAMIR AND UN ASSESSMENTS OF POTENTIAL FORCES, A FORCE
OF 5-8 INFANTRY BATTALIONS IS PLANNED, 3 OF THEM
MECHANIZED, PLUS A SUPPORT BATTALION (5-8K TROOPS).
7. WE HAVE BEEN ASKED TO INDICATE IF THE US WOULD
PROVIDE, UPON REQUEST, SUFFICIENT STRATEGIC LIFT TO MOVE
SUCH A FORCE, AND HOW MANY APCS OF THE M113 GENERATION
COULD BE MADE AVAILABLE. THE UN HAS INDICATED THAT THEY
COULD PROVIDE A FORCE EITHER ADEQUATELY TRAINED OR
READILY TRAINED TO OPERATE AND MAINTAIN SUCH EQUIPMENT.
8. THE INTENT OF THIS REQUEST IS TO DETERMINE IF THERE
IS ANY REALISTIC POSSIBILITY OF MATCHING POTENTIAL

EQUIPMENT. SHOULD THIS LOOK POSSIBLE AND THE SECURITY
COUNCIL APPROVES A MANDATE, DEPLOYMENT WOULD BE SOUGHT
AS QUICKLY AS POSSIBLE, ON THE ORDER OF 1-2 WEEKS.
9. NIGERIAN PERMREP GAMBARI TOLD AMBASSADOR GELBER
THAT HE HAD CONVINCED THE GON TO CONTRIBUTE ONE
BATTALION TO AN AFRICAN PKO FOR RWANDA. HE SAID THE GON
WILL NOT PUT ITS OFFER ON THE TABLE WITHOUT ASSURANCES

OF AIRLIFT ASSISTANCE AND FINANCIAL SUPPORT FROM THE
USG. US SUPPORT, HE SAID, WOULD BE NEEDED AS A
CATALYST; IF THE GON WAITED FOR THE OAU OR UN TO ACT, IT
WOULD BE TOO LATE. GAMBARI SAID HE HAD BEEN ABLE TO
IDENTIFY A TOTAL OF THREE AFRICAN BATTALIONS FOR A
POSSIBLE PKO, BUT DID NOT SPECIFY WHICH OTHER COUNTRIES
WOULD CONTRIBUTE.

OFFER AND TO THE SYG ASAP. PLEASE INFORM USUN WHAT
FINANCIAL AND LOGISTICAL SUPPORT, IF ANY, USG IS WILLING
