1. CONFIDENTIAL - ENTIRE TEXT.
2. UNDER SECRETARY GENERAL GHARAKHAN INFORMED THE
COUNCIL JULY 15 THAT DESPITE RUMORS TO THE CONTRARY,
UNAMIR STILL COULD NOT CONFIRM THE PRESENCE OF INTERIM
GOVERNMENT (IGOR) PERSONNEL IN THE SAFE ZONE (LATER IN
THE MEETING FRANCE CONFIRMED THE RUMORS). REFUGEES
CONTINUE TO FLEE INTO GOMA, ZAIRE AND INTO THE SAFE
AREAS. HE TERMED THE ATMOSPHERE IN KIGALI RELAXED, AND
SAID THAT UNAMIR WAS ABLE TO ESCORT SOME BOO RESIDENTS
BACK TO KIGALI FROM NORTHERN RWANDA.
3. ACCORDING TO GHARAKHAN, RPF GENERAL KAGAMI ANNOUNCED
IN A TWO HOUR MEETING WITH THE SYG'S SPECIAL
REPRESENTATIVE (SRSG) SHAHARYAR KHAN, THAT THE RPF WOULD
DECLARE A CEASE FIRE WITHIN 24 HOURS. KAGAMI ALSO ASKED
FOR UNAMIR'S ASSISTANCE IN MONITORING THE CEASEFIRE.

GHAREKHAN ADDED THAT WHILE DISCUSSIONS ON ESTABLISHING A
BROAD-BASED GOVERNMENT CONTINUE, KAGAMI EXPECTS A NEW
GOVERNMENT TO BE FORMED EARLY NEXT WEEK.
4. KAGAMI ASSURED THE SRSG THAT THERE WAS NO TRUTH TO
REPORTS OF RPF MASSACRES, AND THAT THE RPF IS GIVING
RETURNING REFUGEES CATEGORICAL ASSURANCES THAT THERE
WILL BE NO KANGAROO COURTS, FURTHER TYRANNY OR THREATS
OF REPRISALS. NEVERTHELESS HE SAID, RADIO RWANDA
CONTINUES TO BROADCAST INFLAMMATORY WARNINGS OF SUCH
REPRISALS.
5. IN RESPONSE TO AMBASSADOR INDERFURTH'S STATEMENT
THAT THE SANCTITY OF THE SAFE AREAS MUST BE RESPECTED,
FRENCH DPR LADSOUS SAID FRANCE'S INTENTION WAS TO
PRESERVE THEIR HUMANITARIAN NATURE. HE ASKED FOR THE
COUNCIL'S GUIDANCE ON HOW THIS COULD BE BEST
ACCOMPLISHED, ADDING THAT WHILE FRANCE HAD ITS VIEWS, IT
DID NOT WANT TO TAKE A DECISION ON THE MATTER ALONE.
