THE FOLLOWING REPORT WAS PROVIDED BY THE US OBSERVER
AT THE ARUSHA TALKS, JOYCE LEADER.

1. SUMMARY: REFUGEE TALKS WILL OPEN FORMALLY JUNE 2
WHILE DISCUSSION ON FORCE PROPORTIONS (ALREADY
STALLED?) AND OTHER OUTSTANDING MILITARY ISSUES
CONTINUE. BOTH SIDES ARE WAITING TO BE BRIEFED ON
THE OAU POSITION ON COLLABORATION WITH THE UN TO
IMPLEMENT THE PEACE ACCORD. MEANWHILE THE RPF HAS
WRITTEN THE UN/SYG STRONGLY OBJECTING TO A UN
OBSERVER FORCE AT THE UGANDA-RWANDA BORDER AND
CONDEMNING UNILATERAL GOVERNMENT INITIATIVES OUTSIDE
THE ARUSHA FRAMEWORK. THE RPF HAS WARNED THE
FACILITATOR THAT GOR CEASEFIRE VIOLATIONS THREATEN
THE PEACE PROCESS. END SUMMARY.
2. REFUGEE TALKS TO BEGIN. REFUGEE TALKS, TARGETED
TO BEGIN MAY 31, ARE SCHEDULED FOR OFFICIAL OPENING
IN PLENARY SESSION FOR THE AFTERNOON OF JUNE 2.
TANZANIA DEFENSE MINISTER KINANA WILL RETURN TO
ARUSHA TO PRESIDE (AND PROBABLY TO HELP ON FORCE

PROPORTION TALKS RESUMED EARLIER IN THE WEEK). THE
AGENDA FOR THE TALKS, THE SAME AS APPROVED IN
DECEMBER 1992, CALLS ONLY FOR PARTIES TO THE 1991
DAR ES SALAAM DECLARATION ON RWANDAN REFUGEES TO
SPEAK IN THE COURSE OF THE NEGOTIATIONS.
3. FORCE PROPORTIONS. THE FACILITATOR'S
REPRESENTATIVE, AMBASSADOR MPUNGWE, CONDUCTED
SEPARATE CONSULTATIONS JUNE 1 WITH THE GOR AND RPF ON
FORCE PROPORTIONS. HE CONFIRMED TO BOTH SIDES THAT
THE FACILITATOR'S PROPOSAL, ANNOUNCED MAY 31, WAS TO
NEGOTIATE IN THE RANGE OF 35-40 PERCENT FOR THE RPF.
BOTH SIDES ACCEPTED THIS INTERPRETATION OF THE
FACILITATOR'S PROPOSAL. GOR FOREIGN MINISTER
NGULINZIRA TOLD US OBSERVER THAT THE GOVERNMENT
ACCEPTED TO NEGOTIATE ON THIS BASIS. RPF DELEGATION
HEAD BIZIMUNGU TOLD US OBSERVER THAT HE HAD ASKED
MPUNGWE TO GO BACK TO THE FACILITATOR TO SEEK A NEW
RANGE. HE SAID HE HAD NO MANDATE TO NEGOTIATE ON THE
BASIS OF A PROPOSAL THAT WOULD GIVE ONLY 35-40
PERCENT OF THE ARMED FORCES (HE INCLUDES THE
GENDARMERIE) TO THE RPF. HE SAID AMBASSADOR MPUNGWE
REPORTED THAT THE FACILITATOR WOULD NOT GO HIGHER AND

HAD ASKED THAT THE RPF GO BACK TO ITS CENTRAL
COMMITTEE FOR NEW INSTRUCTIONS. BIZIMUNGU SAID HE
DID NOT KNOW IF NEGOTIATIONS WERE AT A STANDSTILL OR
MOVING BACKWARDS.
4. OAU/UN COOPERATION. THE UN OBSERVER RETURNED
FROM ADDIS ABABA MAY 29 WITH A LETTER FROM THE OAU
SECRETARY GENERAL TO MINISTER KINANA AND AN

ACCOMPANYING DOCUMENT CLARIFYING THE OAU POSITION
ON COLLABORATION WITH THE UN FOLLOWING THE SIGNING OF
A PEACE ACCORD IN RWANDA. UNTIL THE FACILITATOR'S
REPRESENTATIVE, AMBASSADOR MPUNGWE, RECEIVES
INSTRUCTIONS FROM DAR ES SALAAM, WHICH SHOULD ARRIVE
JUNE 2 WITH MINISTER KINANA HIMSELF, THE CONTENTS OF
THE OAU/SYG'S COMMUNICATION IS BEING CLOSELY HELD.
MPUNGWE WILL THEN BRIEF THE TWO PARTIES WITH THE UN
AND OAU OBSERVERS PRESENT. THE HOPE IS THAT THE TWO
SIDES WILL THEN QUICKLY REACH AGREEMENT ON THE
COMPOSITION AND COMMAND OF AN IMPLEMENTING NEUTRAL
INTERNATIONAL FORCE. MPUNGWE HAS ADVISED THE TWO
SIDES TO PRESENT A JOINT REQUEST TO THE APPROPRIATE
AUTHORITY AS SOON AS AGREEMENT IS REACHED FOR EARLY

LETTER TO THE UN/SYG DATED MAY 29 REACTING TO THE
BARIL REPORT ON A BORDER MONITORING FORCE. IT
CONDEMNS THE GOR FOR BY-PASSING THE ARUSHA PROCESS IN
ASKING FOR A UN-LED FORCE IN THE BUFFER ZONE AND
ACCUSES THE GOR OF SEEKING A UN EMBARGO ON THE RPF.
IT OBJECTS TO THE PROPOSED FORCE MANDATE AND THE
PROPOSED USE OF HELICOPTERS. IT CALLS ON THE UN TO
PERSUADE FRANCE TO REMOVE ITS TROOPS FROM RWANDA AND
HELP THE OAU ESTABLISH AN NIF TO IMPLEMENT A PEACE
AGREEMENT, IN ACCORDANCE WITH SCR 812. THE RPF ALSO
ASKS TO "PRESENT ITS CASE" TO THE SECURITY COUNCIL ON
THE PROPOSED BORDER FORCE AND ANY OTHER MATTER
RELATED TO THE RWANDA CONFLICT BEFORE ANY FURTHER

DECISIONS ARE TAKEN.
7. COMMENT. THE TIMING OF THE BARIL REPORT AND ITS
REFERENCE TO A GOR REQUEST FOR A UN-LED FORCE FOR THE
BUFFER ZONE COULD COMPLICATE EFFORTS HERE TO REACH
SWIFT AGREEMENT ON A UN-LED FORCE FOR IMPLEMENTATION
OF THE PEACE AGREEMENT. END COMMENT.
8. NMOG EXPANSION. OAU OBSERVER BRIEFED US
OBSERVER, AND SUBSEQUENTLY REPORTED TO THE MAY 31
PLENARY, ON THE STATUS OF OAU PLANS TO EXPAND NMOG.
THE REPORT OF THE UN EXPERTS ON FINANCIAL AND
LOGISTICAL REQUIREMENTS OF AN EXPANDED NMOG WILL BE
PRESENTED BY THE SYG TO DONORS IN ADDIS THIS WEEK.
THE OAU WILL USE ITS OWN RESOURCES TO DEPLOY TROOPS
"SOON" (BEFORE THE OAU SUMMIT) PENDING RECEIPT OF
RESOURCES FROM OUTSIDE AFRICA. THE OAU OBSERVER
CITED NIGERIA, LESOTHO, RWANDA AND THE OAU ADVISORY
COUNCIL BUDGET AS OAU FUNDING SOURCES. HE SAID THE
OAU HAS ASKED NIGERIA TO TRANSPORT ITS NEW CONTINGENT
TO RWANDA AND PLANS TO CLARIFY WITH FRANCE ITS OFFER
FOR TROOP TRANSPORT ASSISTANCE. THE OAU OBSERVER
WILL DELIVER A CHECK FOR THE PURCHASE OF UTENSILS FOR
CENTRAL FEEDING TO GENERAL OPALEYE IN NAIROBI MAY 1.
ALL TROOPS FOR THE EXPANDED NMOG HAVE BEEN ASKED TO
BRING ALL PERSONAL EQUIPMENT.
9. ALLEGED CEASEFIRE VIOLATIONS. AT THE MAY 31
PLENARY, THE RPF REITERATED ITS ALLEGATIONS OF RECENT
GOR CEASEFIRE VIOLATIONS AND SAID IT HAD INFORMED THE
FACILITATOR OF THE SERIOUS THREAT THE VIOLATIONS

REPORT TO NMOG OF GOR SHELLING OF RPF POSITIONS).
THE RPF ALSO REFERRED TO AN APRIL 16 COMMUNICATION
ALLEGING MASSIVE GOR ARMS IMPORTS. THE RPF CALLED ON
OBSERVERS TO HELP END VIOLATIONS. GOR MINISTER
NGULINZIRA SAID HIS INFORMATION WAS THAT GOVERNMENT
FORCES HAD REACTED TO AN RPF VIOLATION AND SUGGESTED
WAITING FOR THE NMOG REPORT BEFORE MAKING JUDGMENTS.
10. AMBASSADOR MPUNGWE REITERATED THAT IT WOULD BE
DIFFICULT FOR TANZANIA TO REMAIN INVOLVED IN THE
RWANDA PEACE PROCESS IF THESE VIOLATIONS SHOULD LEAD
TO A RESUMPTION OF MILITARY HOSTILITIES. HE SAID IT
WOULD BE A CLEAR INDICATION THAT ONE OR BOTH PARTIES
