G. CONFLICT PREVENTION. RWANDA IS SENSITIVE TO
CONFLICT PREVENTION AND CONFLICT RESOLUTION, HAVING A
FRAGILE PEACE FOLLOWING THREE YEARS OF WAR. FOREIGN
MINISTER ADVOCATED INVESTMENT IN CONFLICT PREVENTION
AS A MEANS OF REDUCING PEACEKEEPING COSTS DURING

INCLINED TO ALIGN ITSELF WITH OTHER AFRICAN AND G-77

H. FINANCING PEACEKEEPING. DURING PRE-UNGA
DEMARCHE, FOREIGN MINISTER, NEW TO HIS POST AND TO
DIPLOMACY, WAS SURPRISED TO LEARN THAT THE U.S. FOOTS
30 PERCENT OF EVERY PEACEKEEPING BILL. HE THOUGHT
THIS UNFAIR BUT SPECULATED THAT IT MIGHT BE DIFFICULT
TO CHANGE THE PAYMENT FORMULA.

ASSASSINATION OF BURUNDI'S PRESIDENT TO DISCUSS
