STATUS OF FORCES AGREEMENT (SOFA) TO BE CONCLUDED BETWEEN
THE UN AND UGANDA. HE SAID THE FRENCH AMBASSADOR IN
KAMPALA HAD MADE A DEMARCHE ON THE UGANDAN DEPUTY FOREIGN
MINISTER SEEKING PROMPT ACTION ON THE SOFA. IN ADDITION,

ON THE MARGINS OF THE CAIRO OAU MEETING THAT A SOFA WOULD

UGANDAN PERMREP IN NEW YORK HAS BEEN THE PRIMARY
OBSTACLE. HE ASKED IF THE U.S. WOULD BE WEIGHING IN WITH
THE UGANDANS; WARD REPLIED THAT WE WILL MAKE A DEMARCHE
IMMINENTLY IF IT HAS NOT ALREADY BEEN DELIVERED (SEE

SYG TOLD REGIONAL LEADERS ON THE MARGINS OF THE OAU SUMMIT
THAT THE ARUSHA PEACE ACCORDS MUST BE SIGNED BEFORE A

5. DE LA BATIE THEN RAISED THE FRENCH PREFERENCE FOR UN
MANAGEMENT OF PEACEKEEPING OPERATIONS IN RWANDA, AS
OPPOSED TO ANY SIGNIFICANT OAU RESPONSIBILITY. HE
COMMENTED THAT THE OAU DOES NOT HAVE THE CAPACITY TO ACT
USEFULLY, AND THUS THE UN CANNOT ESCAPE A CENTRAL ROLE.
DE LA BATIE SUMMED UP: "ARUSHA WAS A HARD-EARNED
AGREEMENT AND WE CANNOT LET IT DIE." WARD RESPONDED BY
NOTING U.S. CONCERNS ABOUT THE SEVERE BUDGETARY PRESSURE
ON UN PEACEKEEPING OPERATIONS. HE NOTED THAT THE RUSSIANS
HAVE EXPRESSED RELUCTANCE TO SUPPORT ANY FURTHER UN
PEACEKEEPING OPERATIONS, AND THAT RWANDA IS A CASE WHERE
VOLUNTARY CONTRIBUTIONS MAY BE NECESSARY. WARD ADDED THAT
RWANDA SHOULD ALSO BE SEEN AS AN EXAMPLE WHERE REGIONAL
ORGANIZATIONS, IN THIS CASE THE OAU, SHOULD BE ACTIVE IN
COLLABORATING WITH THE UN.
