THE FOLLOWING REPORT WAS PROVIDED BY THE US OBSERVER
AT THE ARUSHA TALKS, JOYCE LEADER.
1. THE FACILITATOR'S REPRESENTATIVE, AMBASSADOR AMI
MPUNGWE, ANNOUNCED IN CONFIDENCE TO OBSERVERS ON THE
EVENING OF JUNE 8 THAT THE TANZANIAN DELEGATION TO
RWANDA HAD OBTAINED AGREEMENT FROM THE GOR AND RPF
LEADERSHIP ON A 40 (RPF) - 60 (GOR) PERCENT MIX IN
THE FUTURE INTEGRATED ARMY. RPF ACCEPTANCE CAPPED
TWO HOURS OF HARD BARGAINING DURING WHICH RPF LEADERS
KANYARENGWE AND KAGAME HELD FIRM TO THEIR 45-55
PERCENT PROPOSAL, FOR THEM A CONCESSION FROM 50-50.
MPUNGWE REPORTED THE 40-60 PERCENT SOLUTION AS
CLEARLY ACCEPTABLE TO THE RWANDAN PRIME MINISTER,
WITH ACCEPTANCE BY THE PRESIDENT LESS CLEAR.
AMBASSADOR MPUNGWE WILL WAIT FOR THE LEADERSHIP OF
THE TWO SIDES TO COMMUNICATE TO THEIR NEGOTIATORS
BEFORE RESUMING DISCUSSIONS ON THIS MATTER IN ARUSHA.

-- RECOMMITMENT BY BOTH SIDES TO A NEGOTIATED
SETTLEMENT.
- RPF PARTICIPATION IN THE GENDARMERIE WILL BE
DETERMINED BY PROPORTIONS WITH THE EXACT MIX YET TO
BE DECIDED. THE INTEGRATION PROCESS WILL TAKE
SECURITY CONCERNS INTO CONSIDERATION.
-- THE MI OF GOVERNMENT TO RPF FORCES IN THE COMMAND
STRUCTURE OF THE ARMY WILL BE 50-50. HOW FAR DOWN IN
THE COMMAND STRUCTURE THIS WILL APPLY IS YET TO BE
DETERMINED.
-- HEAVY WEAPONS STORAGE DEPOTS (CANTONMENT SITES)
WILL BE UNDER THE SOLE CONTROL OF THE NEUTRAL
INTERNATIONAL FORCE.
3. THE RPF EXPRESSED CONCERN TO THE TANZANIAN
DELEGATION OVER CONTINUING CEASEFIRE VIOLATIONS BY
THE GOVERNMENT, A CONTINUING ARMS BUILD UP, AND THE
CONTINUING INVOLVEMENT OF THE FRENCH. THE RPF
APPEALED FOR HELP IN AVOIDING A RETURN TO WAR.
4. COMMENT: ALTHOUGH THIS BREAKTHROUGH HAS NOT YET
BEEN REPORTED TO THE TWO SIDES, THERE IS AN AIR OF
UNCLASSIFIED

CAUTIOUS OPTIMISM IN ARUSHA THAT NEGOTIATIONS CAN BE
COMPLETED BY, OR SOON AFTER, THE JUNE 12 TARGET
DATE. FINALIZING PAPER WORK COULD TAKE LONGER.
5. COMMENT CONTINUED. APPARENTLY THE PRESIDENT AND
HIS CLOSE COLLEAGUES STILL NEED TO BE CONVINCED ON
THE PROPORTION ISSUE. THE U.S. SHOULD STRONGLY
SUPPORT THE AGREED MIX IN A JOINT OR BILATERAL
