REPRESENTATIVES THAT IT IS OUR UNDERSTANDING FROM
PRESIDENT HABYARIMANA HIMSELF THAT THE CDR ISSUE IS
THE ONLY REMAINING OBSTACLE TO THE INSTALLATION OF
THE TRANSITIONAL INSTITUTIONS. MOOSE URGED THE RPF
TO RECONSIDER THEIR POSITION DUE TO THE URGENCY OF
INSTALLING A TRANSITIONAL GOVERNMENT. MOOSE STATED
THAT IF THE GOVERNMENT OF RWANDA RAISES ADDITIONAL
OBSTACLES TO THE TRANSITIONAL GOVERNMENT, WE WILL NOT
HESITATE TO CALL TO THE ATTENTION OF THE
INTERNATIONAL COMMUNITY THE SOURCE OF THOSE
OBSTACLES.

5, HE MET WITH RPF PRESIDENT KANYARENGWE, VICE
CHAIRMAN BIZIMUNGU, AND REPRESENTATIVES DR. NDAHIRO
AND DR. RUDASINGWA. AMBASSADOR CARSON, AF SPECIAL
ASSISTANT ERVIN, AND POLOFF (NOTETAKER) SAT IN ON THE
MEETING. SPEAKING IN KINYARWANDA WITH ENGLISH
TRANSLATION, KANYARENGWE OUTLINED THE RPF'S VIEW OF
THE DELAYS DURING THE PAST THREE MONTHS IN INSTALLING
THE TRANSITIONAL GOVERNMENT UNDER THE ARUSHA ACCORD.
HE CITED PRESIDENT HABYARIMANA'S ACTIONS AS THE
FUNDAMENTAL PROBLEM, WITH THE PRESIDENT CONTINUALLY
PLACING NEW OBSTACLES TO THE INSTALLATION OR INCITING
VIOLENCE IN KIGALI TO DELAY THE PROCESS. KANYARENGWE
GAVE A/S MOOSE A COPY OF HIS LETTER OF MARCH 28 TO
THE PRESIDENT OF THE U.N. SECURITY COUNCIL CONCERNING
ARMS SHIPMENTS TO RWANDA, IN VIOLATION OF THE ARUSHA
ACCORD, WHICH THE RPF CLAIMS ARE BEING DISTRIBUTED TO
THE CIVILIAN POPULATION. (WE WILL FAX A COPY OF THE
LETTER TO AF.)
5. A/S MOOSE REPLIED THAT WE ARE DEEPLY CONCERNED
THAT THE TRANSITIONAL GOVERNMENT IS NOT YET IN PLACE

DIRECTOR RENDER TO KIGALI TO LOOK INTO THE
SITUATION. FURTHER DELAY IN THE INSTALLATION OF THE
TRANSITIONAL GOVERNMENT MAY HAVE DISASTROUS
CONSEQUENCES, MOOSE SAID. IT IS EXTREMELY URGENT
THAT THE TRANSITIONAL INSTITUTIONS BE ESTABLISHED AS
QUICKLY AS POSSIBLE. HE CITED THE MEETING OVER THE

HABYARIMANA AND OUR UNDERSTANDING FROM THAT MEETING
THAT THE CDR ISSUE IS THE ONLY REMAINING OBSTACLE.
MOOSE URGED THE RPF TO RECONSIDER ITS OPPOSITION TO
THE SEATING OF THE CDR IN THE TRANSITIONAL ASSEMBLY.
HE NOTED THAT IF THE CDR FAILS TO ABIDE BY THE CODE
OF ETHICS, THERE ARE PROVISIONS WITHIN THE CODE FOR
ACTIONS AGAINST THE PARTY. MOOSE SAID THAT THE
REGIONAL SUMMIT IN DAR ES SALAAM LATER THIS WEEK WOULD
LIKELY PROVIDE STRONG SUPPORT IF THE RPF DROPPED ITS
OBJECTION AND ALLOWED THE CDR TO TAKE A SEAT IN THE
ASSEMBLY.

ACCORD. THE CDR, HE SAID, HAD BEEN INVITED TO SIGN
THE ACCORD AND HAD REFUSED. ITS PARTICIPATION IN THE
TRANSITIONAL ASSEMBLY WAS NOT AN ISSUE UNTIL
MARCH 24. BIZIMUNGU EXPLAINED THE RPF'S STANCE THAT
THERE ARE PROVISIONS IN PLACE FOR THE FUTURE
ADMISSION OF THE CDR TO THE ASSEMBLY IF IT CHANGES
ITS BEHAVIOR AND GIVES CLEAR INDICATION OF ITS
WILLINGNESS TO ABIDE BY THE ARUSHA ACCORD. HE SAID
THAT WE ARE ASKING THE RPF TO VIOLATE THE ACCORD IN
ACCEPTING THE CDR AT THIS TIME AND THAT OTHER
POLITICAL PARTIES, NOT JUST THE RPF, HAD REFUSED TO
ACCEPT THE CDR.
7. MOOSE ASSURED THE RPF REPRESENTATIVES THAT WE
HAVE NO BRIEF FOR THE CDR AND THAT WE KNOW ITS

HISTORY. WE AND THE INTERNATIONAL COMMUNITY WILL BE
VIGILANT IN WATCHING THE CDR'S ACTIONS. IT IS ALSO
OUR UNDERSTANDING THAT THE RPF IS THE ONLY REMAINING
PARTY TO REJECT THE INCLUSION OF THE CDR, HE SAID.
MOOSE REITERATED OUR POSITION THAT THE URGENCY OF
INSTALLING THE TRANSITIONAL GOVERNMENT IS PARAMOUNT
AND URGED THE RPF TO RECONSIDER ITS POSITION ON THE
CDR. IF OTHER OBSTACLES ARE PLACED IN THE PATH OF
THE INSTALLATION, MOOSE STATED, WE WILL NOT HESITATE
TO LET IT BE KNOWN WHERE THE FAULT LIES.

MUSEVENI ASKED WHETHER THE CDR HAD BEEN A PARTY TO
THE ARUSHA ACCORD. HE LISTENED TO OUR POSITION
CAREFULLY BUT REMAINED NONCOMMITTAL.
9. FOR KIGALI: WE WOULD APPRECIATE CLARIFICATION OF
THE QUESTION OF OTHER POLITICAL PARTIES OPPOSING THE
CDR ALONG WITH THE RPFA

10. COMMENT: THE RPF REPRESENTATIVES HEARD
A/S MOOSE OUT, BUT STAUNCHLY DEFENDED THEIR
POSITION. THEY GAVE NO INDICATION OF WHETHER THEY
WILL RECONSIDER OR NOT. MOOSE MADE IT CLEAR THAT WE
CONSIDER THIS THE FINAL OBSTACLE TO THE INSTALLATION
OF THE TRANSITIONAL GOVERNMENT.1
