Emmanuel Ndindabahizi, former minister of the genocidal government, sentenced to life imprisonment on July 15, 2004, a sentence confirmed on appeal on January 16, 2007, died in Cotonou (Benin) on October 5, 2025.
Citation
Pursuant to Rule 31(B) of the Rules of Procedure and Evidence of the International
Residual Mechanism for Criminal Tribunals, I respectfully file this submission to inform
the President of the passing of Mr. Emmanuel Ndindabahizi of natural causes on 5
October 2025 at 4.30 p.m. in Cotonou, the Republic of Benin. A copy of Mr.
Ndindabahizi’s death certificate, which was received on the evening of 8 October 2025
from the Beninese authorities, is annexed to this submission.1
