KIGALI, Feb 28 (AFP) - Rwanda's bickering political parties, due since last August's peace pact to set up a transitional new assembly and government, have prepared a new list of names, state radio reported Monday after two days of crisis talks.

The nominations for a broadbased cabinet involving opposition parties as well as the movement supporting President Juvenal Habyarimana are to be submitted to him within 48 hours, the radio said.

However, a faction of one of the opposition movements expressed reservations about the latest selection and failed to sign the joint communique issued late Sunday.

In addition, the former rebel Rwandan Patriotic Front which negotiated the peace agreement after three years of fighting boycotted the latest talks, echoing complaints from the other opposition movements that Habyarimana had been high-handed in setting up the lists of nominations.

A new government and parliament, with former rebel participation, were supposed to be set up two months ago.

The political crisis worsened last week, delaying the transitional arrangements yet again, when two leading politicians, including a government minister, were murdered.

The killings sparked a new round of fighting between the majority Hutus and the minority Tutsis, with several dozen people slain.
