Résumé
On July 6, 1994, General Germanos, assistant to Admiral Lanxade, came to Rwanda and met General Bizimungu. He urges the latter to accept a ceasefire: "General Germanos took stock of the situation aimed at demonstrating that the only solution for the Cemga [chief of the general staff of the armies: Bizimungu], the FAR and Rwanda, was to negotiate a ceasefire". He promises him an international guarantee, not only on the ZHS in the South-West, but also on the Ruhengeri-Gisenyi region in the North-West: "General Bizimungu [...] fears that the RPF will drag out negotiations and Gaining time to regroup his forces in the North in order to attack the Ruhengeri-Gisenyi region. General Germanos told him that the Minuar and possibly elements of Turquoise could control the northern zone so that this does not happen".
