Dear Sir
With reference to my fax of 27 June 1994 (ref AVSEC2931), I hereby notify you that the Cabinet
Chief of the Vice-Prime Minister Di Rupo has notified the Air Navigation Authority that the
French air navigation authorities do not have the black box from the Rwandan presidential
aeroplane: the previous communication from the French Minister for Transport to his Belgian
colleague seeks to have been based on a misunderstanding, clearly suggested by the declarations
of Mr P Barril to the press.
The Air Navigation Authority continues, furthermore, to insist that the ICAO conduct an
investigation, in which Belgium would participate.
