The Ministry for Foreign Affairs and International Cooperation of the Rwandan
Republic presents its compliments to the Embassy of the Union of Soviet Socialist Republics
in Kigali and, with reference to its verbal memo n° 65 of 31 July 1991, has the honour of
seeking a long-term concessionary loan from the Soviet Government.
The said loan will be used to purchase the following military material in the Soviet
Union:
a) Weapons + Munitions
- 122mm BM-21 multiple rocket launcher
- 130mm gun type M 46
- 82mm mortar
- 60mm mortar
- SAM 16 missile launcher
- SAM 16 missiles (IGLA)
- 122mm Grad rockets
- 130mm HE Obus
- 82mm HE mortar bombs
- 60mm HE mortar bombs
- Location Unit (small detection radar for Obus launch points)
b) Clothing + Equipment
- Individual tents
- Platoon tents
- MROP clothing and equipment for one battalion

The Ministry would appreciate it if the Embassy would pass on this request to the
competent authorities of its country.
The Ministry for Foreign Affairs and International Cooperation of the Rwandan
Republic thanks the Embassy of the Union of Soviet Socialist Republics in Kigali in advance
for its friendly intervention to quickly conclude this deal and would like to take this
opportunity to reiterate the assurance of its highest consideration.
