The situation in the country continues to be complex. The Amb of
Nigeria informed about the meeting of Dr Salim, OAU SG, with the RPF
Vice-President. They confirmed that the Arusha peace agreements
continue to be the basis for a peaceful solution. The text of the
statement is attached.
Amb Gharekhan informed about the continued fighting in Kigali
(K). Unamir doesn’t have staff outside K and therefore cannot inform
about events in the provinces. The RPF controls the north of K. but
its progress has slowed – whether intentionally or because of
resistance. Killings continue, possibly even more intensively. The RPF
refuses a truce until the killings stop. (Note: This indirectly
confirms the view of the CZ delegation that in general it’s Hutus
massacring Tutsis.) Nevertheless, according to the Rwanda Amb., the
RPF is to meet government representatives on 25 April in Arusha.
The last Belgian Unamir forces left yesterday. The deployment of
Ghanaian forces at the airport is nearing completion. The last 300
Ghanaians are also transferring from the former DMZ in the North of
the country. Two have been lightly wounded. The Amb of Bangladesh
spoke to the SC President. He said they are ready to continue serving
but … in essence he felt uncomfortable. The humanitarian situation is
